5 .- All this based on an alleged report of the Secretary, which I have not received any notification.

In my view would constitute acts beyond legality and a move to privatize the management of these services , although most of the Plenary accepted the allegations, as requested, in order to exercise legal actions aimed the annulment of the agreements of the heart:
