person at City Hall to view the file, I note that there is only the text of the ordinance and order of publication in the BOP. I ask Mr. Secretary at history, answer "this is what you get." I understand it violates the right to know all the elements of this ordinance. This makes it difficult and can not be made any claims. 2 .-

4 .- The Naughty and the Observatory are granted by the Junta de Andalucía to the City Council, by agreement of the Governing Council of the Board on 5/10/1999. The period of assignment is for 10 years, renewable annually, if no complaint by the parties up to 50 years. Therefore it is impossible for the transfer of the management for 25 years.

5 .- The agreement of the Governing Council making the transfer to the town of Almaden de la Plata, at its Fifth, reads. "IS EXPRESSLY PROHIBITED LEASE AND TRANSFER OF PROPERTY." Therefore, any privatization of the management, would be illegal.

6 .- It is justified that the management has to be indirect (privatized management), and in this case illegal, from what I understand to be direct management by the council, which would benefit users, and one's own City Council, ie the people.

7 .- CLAIM Therefore, the management either directly by the municipality.

8 .- Claim is deleted from the text of the ordinance reference to the "winner."

8 .- Claim, consistent with the foregoing, is repealed ADMINISTRATIVE CLAUSES SPECIFICATIONS.

9 .- It is surprising (I use this description in the caution), a private company, GROUP ALUA specifically, is offering the services of both the Wicked, and the Astronomical Observatory on the Internet, without having been approved the ordinance, without having any kind of adjudication for the provision of the Service. As Plaintiff, the City Council act immediately and with all legal means against the company.
