be published in the BOP in the province of Seville, n º 264, dated 15/11/2010, which is exposed the public, with all the background information for 30 working days to file claims, the creation and functioning Ordeñana nursing homes in Almaden de la Plata.


1. Person at City Hall, for the record, I note that there is only the text of the ordinance and order of publication in the BOP. Asked Mr. Secretary by the history, he replied "that's what there is." I understand it violates the right to know all the elements of this Ordinance, making it difficult and prevents, to make all the claims. 2 .-

4 - In the fourth point of the Ordinance of operation, "management mode "There is no justification that the management has to be indirect (privatized management), so I understand the City of Almaden has direct management capacity, which will benefit users and the City Council, ie Village.
This is demonstrated by:

b. - "Unity Day, a total cost 11,799 .- euros, with a seating capacity of 19 and a price of 20.70 euros / day."
. If we make the calculation of occupancy of 75% of the seats, with 75% annual occupancy, would not give an income of 79,115.40 euros, therefore, with annual revenues of 67,316.40 euros (£ 11,219,624 .- .)
c. - If we add the benefits of home for the elderly and day stay, we would a profit of 456,532.59 euros (£ 76,090,286 .-). Therefore

5 .- Claim is deleted from the text of the ordinance any mention of "BIDDER."
6 .- no evidence in the record the decision of the Ministry in:
- Authorization of the Centre.
- Registration in the Register of Entities.
- Number of seats.
- Concert with the City.
7 .- As a result, is repealed, see tender specifications.

8 .- It is at least surprising (when not using wisely otherwise qualified), and of doubtful legality, that the BOP n º 274, 10/11/2010, comes out to contest the award of the contract and meet the jury, without being finally approved and the tax, nor its founding and running the Centre, as they are in process to respond. Therefore not in force.
